Section 1557 of the Affordable Care Act ("ACA") is a Civil Rights training requirement for Health Providers, Employees of Health Programs and Health Insurance Issuers. It prohibits discrimination on the basis of race, color, national origin, sex, age, or disability in certain health programs and activities. This became effective on July 18, 2016 with notices to be posted by covered entities by October 2016. For Health Insurance Issuers, the date is January 1, 2017. This is extended only for those who have to make changes to their benefit plans. Many of the provisions in Section 1557 already exist in other longstanding federal non-discrimination rules such as the Civil Rights Act of 1964, the Age Discrimination Act of 1973 and Section 504 of the Rehabilitation Act of 1973, but Section 1557 applies these requirements specifically to health care programs and activities.
